McLean, VA-- U.S. Customs and Border Protection (CBP) has launched the first phase of a new tool designed to simplify the refund process for importers affected by IEEPA tariff duties — and FPSA members who import goods or work with customs brokers should be aware of this important update.
The new tool, known as CAPE (Consolidated Administration and Processing of Entries), is now live within CBP's Automated Commercial Environment (ACE) Secure Data Portal. Rather than processing IEEPA duty refunds on an entry-by-entry basis, CAPE consolidates the process, making it more efficient for importers and their customs brokers.
Who Can File Now
Phase 1 of CAPE is currently available for certain unliquidated entries and certain entries within 80 days of liquidation. Eligible importers and authorized customs brokers can file CAPE Declarations directly through their ACE Portal accounts.

CBP has published several resources to help filers navigate the new process. The CAPE Information Notice provides an overview of how the tool works within ACE, while the ACE Portal: CAPE Declarations Quick Reference Guide walks through the filing process step by step. CBP will continue to update the IEEPA Duty Refunds page on CBP.gov as additional phases roll out.
FPSA will continue to monitor developments on IEEPA refund processing and share updates as they become available. Members with questions about how CAPE may apply to their specific import activity are encouraged to consult with their licensed customs broker.
